This fix creates additional time zone according to the new Russian daylight rules effective November 30, 2011.

1. Install it to your Windows Mobile
2. Start -> Settings -> System -> Clock & Alarms
3. Choose "GMT+4 Medvedev's Timezone" instead of "GMT+3 Moscow"
